The Ministry of Construction and Transportation executed a new system that supports a subsidy for gasoline prices to taxi and bus companies. The subsidy is supplied by way of using a discount card. Those, who are granted the discount card, have a settlement price, which the gas station must sell at that price to the card holder. However, an upper limit of available subsidized gas is not fixed, so if private cars and gas stations get together and embezzle, there is no way to stop the misappropriation. A rule to prevent such embezzlement should be established by law.
