What country records the lowest birth rate among OECD countries? It is Korea. Not only in OECD countries, but also Korea has the world’s lowest birth rate, about 1.17. Unlike the decrease of the birth rate, surprisingly, the occurrence rate of child abuse has increased every year. It is investigated that about 119 children die due to child abuse. Recently, social acknowledgment toward child abuse has increased through many broadcasts about child abuse happenings in kindergartens. Surprisingly, some nursing teachers are not the only committers of child abuse; 83.9% of committers of child abuse are parents and 86.9% of places where child abuse occurs is at home. However, many Koreans still acknowledge that child abuse happening within families is just an in-home incident. Today, many Koreans still acknowledge that child abuse is just other families’ domestic abuse. This thinking is connected to low notification rates. The government’s acknowledgement that child abuse is an in-home incident remains intact in policies and solutions for child abuse. The first priority final action for victims is to make them protected from their parents who committed child abuse. They should then go back home again where the child abuse happened. After some education and advice, attackers and victims of child abuse should go home again without sure solutions. The priority final action toward attackers is just continuing observation. Social acknowledgement that child abuse is not a serious social problem makes cutting the link of child abuse difficult. Notifying to the police without hesitating is required to solve child abuse. However, many Koreans just think that it is other families’ work or incidents after witnessing crime scenes. The big factor contributing to this background is settled is Confucian culture. Some Koreans just think that some families’ choice of hitting children can be one of the disciplinary methods. It is revealed that Korea does not see child abuse as a social problem. Lastly separation among victims and attackers should be implemented to prevent second convictions of child abuse. After this solution, the government should show an enthusiastic attitude to find new homes for victims. Management after the affairs should be improved. Continuous improvement, not only of crèche and nursing teachers, but also of monitoring systems and research on the actual conditions should be prepared. Koreans’ wrong acknowledgment that considering child abuse as in-home incidents causes an increase of death among children due to child abuse.
