What kind of crime has the highest repeat rate? It is sex offences. Sex offences are about 13.3%, especially within six months the rate is 28.1% in Korea. Insufficient management after the crime is always advised in Korea. Under the condition of not reflecting assailants’ human rights, the reason why electronic monitoring systems have been introduced is the social reality of the high rate of repeat sex offences. Current electronic monitoring systems are used on offenders who are at high risk for recidivism. Meanwhile, the argument about the usefulness of electronic monitoring has spread. If an attacker wears an electronic anklet, the attacker’s location is exposed easily. Therefore, it is helpful for restricting attackers’ wrong behaviors. Electronic anklets are known as “Shackles with Data Communication Technology for the New Generation” and they are effective to prevent second offences through grasping attackers’ whereabouts. Not only attackers’ punishment, but also preventing repeat offences is important. First, the electronic monitoring system is extremely effective. The expansion of electronic monitoring systems can grasp where attackers go and what they do to warn about wrong behaviors. Through the attachment of electronic anklet, officers can grasp the daily lives of offenders and prevent additional crimes. Actually, the recidivism rate of sex offences was 14% before the introduction of electronic monitoring systems, but it has decreased to about 1.6%. It has contributed to the largest decrease in repeat offences. Second, electronic anklets cause offenders to have wariness. It should be viewed as an aspect of isolation accommodation. Attackers can have wariness by themselves, and it finally can keep society’s safety and contribute to the decrease of antisocial dangerous behavior. Electronic anklets are attached to offenders who are at high risk to repeat. Although some refute that it is ineffective because some offenders regret their mistakes and therefore not at risk to repeat, the electronic anklet system prevents repeated crime by adapting to various standards in the process of punishment and the correction of offenders. Therefore, the electronic monitoring system should be expanded more than now.
