Fine dust is a natural disaster that has bothered us for many years. However, the solution that the government has given us was always the same. Instead of trying to reduce the dust, the government tried to keep us from doing outside activity. In that perspective, the policy that Seoul City proposed and enacted was much closer to trying to directly solve the problem and reduce fine dust. However, there are still many arguments regarding whether the action was useful or not. Proponents for this policy say that there were meaningful changes in statistics. The usage rate of public transportation increased, while automobile usage decreased. Proponents say that considering the size of Seoul, small changes bring big effects. Opponents say that this policy is a failure. Exemptions of fees during limited times and in limited areas doesn’t change much, and the price that has been payed was much too high. The biggest issues are, “Was the policy worth it? Did it bring change? Was the money worth the change?” While whether this particular countermeasure is effective, or even worthwhile putting into action, is highly controversial, one thing is for sure. No matter who is right, both sides agree that the problem of fine dust needs to be solved, and that the government should enact measures to bring cleaner air to Seoul.
