Korea has high-technology and advanced Internet services, so we can use the Internet easily anywhere. There are many places where we can use free Wi-Fi and the Internet is really fast. According to the Internet Status Report for the First Quarter of 2017 released by Akamai Korea, which is a content transmission network company, Korea ranked first in the speed section of the Internet in the world with 28.6 Mbps (the average market speed per second). Korea has held the number one title for more than 4 years. Korea also ranks first in the part of broadband Internet penetration rate. However, the attitudes of Internet users are inferior to our advanced internet technologies, and it causes cultural lag. People write malicious comments or posts, spread false information, and bilk others by using anonymity. The government has to provide institutions to alleviate this cultural lag associated with the Internet. If the government implemented the real-name system, people could not abuse anonymity because they would have to expose their real names. This would enable us to create healthy Internet cultures by using our own names. The e-crime unit can arrest the person who commits a cyber-crime. Additionally, through the internet real-name system, we can receive more accurate and reliable information on the internet where many rumors fill. Firstly, the internet real-name system could establish healthy Internet using cultures. We have heard of the regrettable news that entertainers committed suicide after suffering mentally from malicious comments or posts on the Internet. They made these extreme choices, because many people who they do not know in the real world attacked them excessively online. However, the reason why people can easily post such vicious comments or posts on the Internet is because anonymity is guaranteed on the Internet. They write immoderate curses because they can make comments or posts without revealing who they are. People add abusive comments more easily because they know they cannot be exposed who they are and there are no disadvantages when they write those kinds of comments. However, if the real-name policy was implemented, people would be able to think twice about their comments or posts, because they would have to write with their own names and their certified resident registration numbers. If so, I think there will be fewer victims who are hurt by malicious comments. Having responsibility for one's own writing in terms of using one's own name enables one to create a healthy online use culture. Second, e-crime units can quickly punish those involved in cyber-crimes. We need to obtain certifications by using our real names and resident registration numbers when we want to write on the online bulletin boards. So e-crime units can quickly track down some people who write things about slandering others. Also, people whose posts infringe copyright on the Internet can quickly be traced. Now, keeping track of people committing cyber-bullying is quite complex, because they detour IP when they post something on the internet. Cyber related crimes are increasing every year, but the arrests are less than 70 percent, according to a National Police Agency survey. People who write based from a foreign server make e-crime units’ ability to trace more difficult. As a result, a new kind of cyber scam where people manage illegal websites and rob money from others using these websites is also being created. This is because the internet has anonymity and does not require people to resident the register their numbers and real names. On the other hand, the internet real-name system enables the rapid tracking of people who add problematic comments or postings and it fosters efficiency in investigations of cyber-crimes. Third, the implementation of the real-name system will greatly contribute to gaining accurate information on the Internet. Some people write on the Internet without thinking about whether they write is really true or not. The Internet is an anonymous media and people think that if their postings were not true, they could easily delete them. However, the speed of information delivery on the internet is so rapid that it is hard to stop the information immediately. Even if they delete their writings immediately, countless people can see the writing in seconds. No one is liable for the false rumors that they spread on the internet. How serious would the harm be to the person directly involved in the rumor? Also, the more provocative the rumor, the faster it spreads. Let's remember the case of Choi Jin-sil. Because of the rumor that was spread by someone she did not know, she chose to kill herself. However, if the real-name system on the Internet is implemented, it could reveal people’s identities. This makes people to think one more time what they will write on the Internet regarding whether it is true or not when they add something on the internet. The Internet has brought us a lot of influence. The exchange of information through the Internet provides us a lot of information in a hurry. However, there are many people who are negatively affected by false information or excessive curses, and some of them made extreme choices. In order to reduce the harm that the anonymity of the internet causes, the Internet real-name policy is necessary to be implemented. Also, people who commit such cyber-crimes with the internet would be able to be punished easily. If the real-name system is implemented and a healthy internet culture is achieved, Korea would have the title of a powerful IT nation not only in technological terms, but also in Internet cultural terms.
