On February 11, 2019, the government applied SNI blocking technology in a new way to block harmful sites abroad. Originally, only the DNS method of disconnection was used. DNS method is a technology that forces certain IP addresses to change their aliases so that they cannot access harmful sites. As the number of aliases corresponding to an IP address has increased, the blocking of the DNS method has ceased and users have to send information on which of the aliases to establish a connection. It is SNI blocking technology that intercepts this information and blocks the connection. However, it will be possible to censor the Internet or spy on civilians in the name of blocking illegal sites. Therefore, the current SNI blocking method should be banned.
First, the SNI blocking method violates the rights of the people. Although the government implemented the policy under the pretext of blocking illegal sites, the SNI method only allows people to look at what websites they access. Therefore, this is a clear act of wiretapping and censorship by the nation. If this implemented, the public’s right to privacy, guaranteed by the Constitution, will be infringed upon. Second, the actual effect of blocking illegal sites is insufficient. Even with SNI blocking methods, users who want to access websites that have been censored cannot be blocked by the methods because the methods are easily bypassed through VPN programs or ESNI programs. Finally, the criteria for blocking illegal sites will be led by the Korea Communications Commission. Even if the information is not harmful to the public, the site can be blocked if nine members of the Korea Communications Commission judge it to be harmful. The members are appointed by the National Assembly and the president There is a possibility that the political judgment will be conducted under the influence of the political circle.
The SNI blocking method, which is the new method of blocking harmful sites, violates the basic rights of the people. In addition, it has little effect because the standards deciding the harmful sites are determined by a few. Therefore, the SNI blocking policy should be scrapped to restore public trust. Moon Jae-in, presidential candidate of the Democratic Party, at the time ahead of the 2012 president election, said that "Network world should be autonomous and not controlled by public power."
