The Institute of Higher Education of Shanghai Jiao Tong University announced the 2004 Academic Ranking of the Top 500 World Universities at the beginning of September, last year. According to this survey, Seoul University, well-known as the best University in South Korea, was estimated as between the 153th and the 201st. In case of the "World University Ranking" by the Times Higher Education Supplement, only three Korean universities made it to the top 200 World University, and Seoul University  remained at the 119th rank, too. On the other hand, 5 Universities of Japan, (Tokyo University (14 position), Kyoto Univ. (21), Osaka Univ. (54), Tohoku Univ. (69) and Nagoya Univ. (97) entered the top 100 World Universities. Our Universities received lower evaluations than other Asian Universities (Japan, China, India and Singapore) in the field of science. Of course, these rankings of World Universities are not perfect and different results can come out if other standards are considered. However, the estimation reflected synthetically  several indicators of academic or research performance such as the outcome of SCI (Science Citation Index), the rate of high rank researcher and the result of scholarship, so we can not ignore it

Obviously, there is a reason that our universities are located near the bottom oft the World University Ranking. Most international university evaluations are considered and surveyed by the outcome of professor's research, the rate between professors and students, the rate of foreign professors and foreign students, and the education system. The number of professors is small, compared with that of students and the support to universities and students is poor in Korea.
Nowadays, the voice about some professor's 'intellectual neglect' like the lack of enthusiasm for research is high among the professors, too.
According to the University synthesis evaluation by the KCUE (Korean Council For University Education), the outcome of the annual international scholarship treatise in a full time professor is recorded at 0.06 volume and domestic scholarship treatise is recorded at 1.25 vol.
What is the problem? First of all, the excessive protection : once he or she is appointed as professor, he/she is guaranteed until the limited age made some professor's 'intellectual neglect'. Second, the professor evaluation system from re-appointment evaluation or the lecture evaluation has been practiced loosely. Unless we change this system for another or modify it realistically, our university ranking will not be able to go up sooner or later. The government and universities also will have to offer professors a research situation where they can be absorbed in their research.

Another problem is the imbalance between the number professors and students.
In the case of Tsinghua University and Tokyo University, which are regarded as excellent Universities, the number of students per professor doesn't go over 10. On the other hand, in Korea, Seoul University is at 23 students, most national Universities at 33, private Universities at 42. This number is more than three times that of other advanced countries. The class time that is assigned to professor is a lot. The KCUE (Korean Council For University Education) reported that the average class time of a full time professor is 10 hours a week, and there are professors who teach students over 20 hours.
The reason that Ewha Womans University could place first in this university evaluation is because they reduced the class time of a full time professor to as 6 hours a week and as a result, students' satisfaction about a lecture and the outcome of professors' research both rose.

Another feature that we can see in this "World University Ranking" is the improvement of Chinese Universities. In Korea, many students study very hard, but once they enter University, they do not, because the rank of the university has already been decided and the fame of the university occupies many parts of students' ability in this society. Therefore, many students don't feel the competition to study between students in university.
However, China has a little difference with us. Beijing University and Tsinghua University are regarded as excellent universities, but it is so in some fields only. Beijing University is excellent in human social science, Tsinghua University is superior in engineering & technology, Mass communication is famous in Lunmin University and architecture is excellentin Harbin University. In other words, the excellent universities are divided by scholar fields, so Chinese universities and students compete intensely among each other.

Now, many universities in Korea try to go out into the world. For example, Korea University aims to raise the rate of classes which are taught in English from 20% to 50%. They also announced that they will appoint professors who have experience teaching  abroad from now on.

Chung-Ang University is also making efforts to have competitive ability among the world universities. 'Dragon 2018' is an ambitious project that Chung-Ang University entries in the top 100 world universities by upbringing students, expanding professors and developing places of Chung-Ang University. 
-Chunang p대ple : the reinforcement of graduation competition ability, improvement of cultural education system and strength of worldwide education.
-Chunang team : the expansion of the number of professors, reinforcement of the professor achievement evaluation and the strength of research promotion policy.
-Chunang place : the expansion of up-to-date education, expulsion of information infra and improvement of research condition.

Many universities are now competing to attract law schools in their Universities. Kim Jin-pyo, the Minister of Education & Human Resources Development said that he will select a law school by giving importance to the educational program, rather than an external facilities. Of Course, Chung-Ang University will pay attention to inner things such as the reinforcement of graduation competition ability, the expansion of the number of professors and the improvement of lecture quality. As a result, we dream that Chung-Ang University will be a center of knowledge by attracting a law school and enter the top 100 world Universities soon.
