The Korea Council for University Education announced evaluations about synthetic Korea Universities' level and the scientific level of Korean Universities' on February 21st. This time CAU was evaluated in three fields : Dept. of Mechanical Engineering, Dept. of Life Science and  Division of Journalism, Advertising & Public Relations (D,A&P)  This announcement brings a big wave length in society because it is the first time to rank universities according to their grades. But no one had a bigger shock than Chung-Ang universities' people because CAU got disappointing results except in the Dept. of Life Science among three fields. Moreover, What gave us a bigger shock is  that the D.A&P, which CAU people considered as a front major of CAU, was evaluated at a very low level. How much can we trust this fact? D.A&P got the grade 'established' and ranked 28th. (grade - 95~100 : the very best/ 90~94 : excellent/ 70~89 : established/ ~69 : needs improvement) Now the persons concerned with the D.A&P busy themselves with preparing  countermeasures. Also, they received orders to explain and prepare countermeasures by the newly president of the Chung-Ang University.

 But some said this evaluation isn't reliable. The standard is too uniform and this evaluation reflected to marks specially for the side of management. They said that because of that, there was a phenomenon by which the rich get richer and the poor get poorer. Also the evaluation was carried out by three or four team constituted by professors, however some school that was evaluated by a specified team ranked int the top 10.

 The weakest part of D.A&P was 'securing and composing professor'. This was a primary factor about receiving unsatisfactory marks. In the rate of woman professor(0%) and the rate of a graduates of the same university, CAU received low marks. And the number of students charging per professor was too high, it is 48/(the number of full-time professors : 5/ the number of students : 240). Another problem, is the 'professor development' field. There is an essential problem with the school : it doesn't support the cost for publishing a thesis, being based on school rules. It is not only the D.A&P's problem but the whole CAU's problem. 
 During one year before this evaluation, D.A&P have prepared for the evaluation with a self project team. But, there was not close cooperation between D.A&P's team and the side of school main body, so they were put to inconvenience. A request proposal from the D.A&P was carried out through a committee of the side of school main body and many proposals couldn't be received.
 D.A&P picked the enrollment of Professors and  increment of experimental appliance as things to be hereafter improved. 5 years would be the time needed for D.A&P to fix the problems found in the previous evaluation. The university should fully support the unfinished parts that would upgrade the division at the end.

◈ Social evaluation
 The Korea Council for University Education expects the result of the evaluation over universities to bring pure competition. The council wished new ranks would let new prestigious schools be known the society. It means that the evaluation is expected to be a catalyst to universities making efforts in increasing their competitiveness. as a result, many so-called prestigious universities slipped out of the top 10 in D.A&P and engineering. In three categories, universities not well-known stood over SNU in the ranks. After all, this evaluation is an opportunity to penalize universities which emphasizes flamboyant names and to keep up the work of local universities at its best.

◈ It is urgent to prepare countermeasures for the remainder of the university evaluation.
 In 2005, Korean literature, East Asian literature, sociology, psychology, agriculture, pharmaceutics, veterinary science and physical education are due to be evaluated. Chung-And University is not an exception. The Korea Council for University Education already has started the 2005 evaluation. Hanyang University will be meeting Electronics and Materials Science field inspection on the upcoming 28th in Ansan Campus,and the 29th in Seoul Campus. It is doubtful whether CAU is ready for 2005 after the evaluation. The head office announced that they would get ready on parts that are possible to upgrade until the upcoming October. It is the time for not only the head office but also all CAU to think and prepare for the evaluation over diverse parts.

 The evaluation stays successively on the topic has its reasons. The Government chose it as the innovation over universities. The Ministry of Education and Human resources decided to establish a council for high school education and a public notice over university intelligence along with university evaluations. The council will be evaluating universities, graduate schools, and colleges that are financially supported. If the council departures, it isn't negligible to take duty for all universities to take evaluation from next year. The authorized person from the Ministry of Education and Human resources says that non-governmental evaluations would be preferred by most. General occasions would be done by the council. It is inevitable that public notice over university intelligence should be related with evaluations. Just like giving public notice over corporations, universities must notice information in the near future. From the first year, at least 15 items or more will be opened to the public : the basic school information, the rate of supplement of a freshmen, the rate of employment, the number of students per professor, the present state of budget and settled, the transference cost from a foundation, the present state of library and dormitory and so on. The Ministry of Education and Human resources plan to prepare a legal base through reforming the law of high-education before the departure of education testing service and the introduction of an official announcement system.

 When the government urges the innovation of universities, we should reform our universities in a way that ensures the substantiality of universities in the long term, not only caring about university evaluations. To achieve this, we need the efforts of all students of Chung-Ang University.
 Now is the time when we must gather our power to make our blue dragon ascend to heaven.
