This is a policy that is ignored at present and was put out for political intention by the government and ruling party officials. If the government increases the welfare budget and invests tax in welfare field on the spot, the commons and the poor will be able to take breath in the short run. But if we think after 5 years, which is the extinctive prescription of the policy, it would be an undesirable policy. Because there is promised on minimizing investment about various factors for growth behind a plan for increasing the welfare budget by the government. It is like a big burden to a generation who will lead the future to reduce SOC investment, support in a smaller business, a industry field and research funds in hi-tech industry field. Now Korea suffers from  problems about youth's unemployment, weakening national competitive power and so on. In this situation, rather, we can be faced with a dangerous situation that can't secure welfare in the future, if we choose welfare problem as the priority order without support for rearing a smaller business, a hi-tech industry and research & development (R&D) in science technology field for a youth who will lead in future and living in an intensely international competitive composition.

  Moreover, it is a policy that shifts responsibility on the next political power. Now, Korea is harassed with deficit finance of over 200 hundred million won, the government said "Government will pursue balancing finance per 4~5 years.". But the point after 4~5 years is the next government's grasping political power period.  However, a welfare budget and a national defense budget will be progressed immediately from next year. Therefore, a problem can occur about the 'responsibility' that government expend in present government but go over a burden to next government about a debt. Some experts criticize this point; "There is a worry that the policy can be use finance as a political budget."  

  What does the government want to achieve so far as enduring a budget loss? It is to make Korea like a Europe-style advanced welfare  country. But differing from a governmental roseate plan, the EU welfare model is criticized by the Wall Street Journal (WSJ) May, 9th. The reasons of their criticism are that EU-style makes stand a wide welfare benefit, high tax and the labor market control. They asserted EU member's problems, low growth rate and a number of two ciphers unemployment rates, happened through EU's welfare style has errors itself. WSJ pointed out that the "Government will fall in a vicious circle as people think unemployment who receives welfare benefit better than salary men who suffer from tax" with saying "Levying high tax is inevitable for maintaining the welfare level then, salary men grow less and less". Korea intending EU-style is a visible aspect that goes with EU's precedent also. The tax rate grows higher and higher and citizens oppressed by tax have doubts about labor. The Government and the ruling party officials should carry out a policy not under national very nose but in order to future. It is a stupid activity making carelessly our pie as advanced countries' which made in different situations and environment. It is needed to make our pie bigger than now. In a hard real condition that Korea has a debt of over 200 hundred million won and has problems achieving economic stabilization. If the government uses a budget in priority for welfare without any other policies for growth of economy, then the policy, decided at this time, would rather make the commons toilsomely. What the people really want is for the government to lead Korea as a country that a great power in the 21century through making and operating a systematic plan with a long-term goal rather than winning national favor with quick-tempered welfare policy.
