The real-name system requires users to obtain certification by using their real names and resident registration numbers when they want to write on the Internet. The government already had implemented this policy back in 2004, as cyber related crimes were increasing and many damages were occurring as a result of the darker side of anonymity. However, in 2012, the Constitutional Court delivered judgement that this policy is unconstitutional. It is because it can violate individual freedom of expression and the scope of Internet media is indefinite. In addition, foreigners who want to write on domestic sites’ boards face difficulties, since they do not have resident registration numbers. Ultimately, the system is not effective and it is unclear whether it is for the public good or not, thus the system was finally abolished. However, recently many people claim that the real-name system should be implemented, because there was an issue that national intelligence service fabricated public opinion on the internet by using the anonymity of the Internet in 2017.
